The Factors That Influences on Working Environment of Government Employees in Bosnia and Herzegovina

In today's business environment, the majority of business activities are closely tied to information technologies, which play a crucial role in enabling and facilitating business operations when utilized effectively. There is a growing emphasis on the adaptability of individuals in the workplace and the utilization of human capital in business success. A key requirement for business organizations is the effective management of information technologies, which encompasses the knowledge, skills, and abilities possessed by employees to navigate evolving technology and achieve organizational objectives. This includes proficiency in digital competencies for continuous learning and adaptation to the ever-changing landscape of information technologies. This study introduces indicators related to adapting to changes in the workplace, focusing on human capital engaged in continuous learning and information technologies. The process of adapting to changes is highlighted as a means of transforming essential business competencies into contemporary skills. The integration of these factors in the business framework reflects organizations' readiness to embrace modern business practices. While the research was conducted in state institutions rather than private companies, its significance lies in introducing novel approaches to business practices in Bosnia and Herzegovina. The recommendations presented at the conclusion of the study aim to further enhance the modernization of business approaches and assess the potential impact of competency gaps on organizational performance.

Unveiling the relationships between visibility, information technologies and innovation management for sustainability performance: an empirical study

PurposeThe paper investigates how visibility, information technology and innovation management impact sustainability performance. It proposes a framework explaining the role of visibility in driving firms' sustainable performance and the relevance of innovation management and information technologies in enhancing organisational visibility. This study intends to add to the discussion within the management literature about the potential of innovation management to drive sustainability. It seeks to provide insight into the practices that small and medium-sized enterprises (SMEs) can adopt to improve their sustainable performance.Design/methodology/approachUsing empirical methods, the study investigates SMEs in central Mexico. The demographic information in the dataset includes 15 years as an average length of service from firms. Of the surveyed firms, 70% were from the manufacturing sector and 30% were from the service sector, as these are the most representative sectors of the productive region. A variance-based structural equation model approach was used to test the hypotheses, processed with the partial least squares (PLS) regression method.FindingsThe research results show that visibility significantly impacts sustainability performance. Innovation management has a higher influence on visibility than information technologies, emphasising the need to improve the quality of information in firms, not just the tools. The findings support managers in comprehending the crucial importance of visibility in aiding firms to achieve higher sustainability performance.Research limitations/implicationsThe study only examined a sample of Mexican SMEs; therefore, the findings' generalizability must be considered within this context. Secondly, the survey only focused on services and manufacturing firms and a more detailed analysis of the sector could provide further clarity on the relationships between variables. As a result, future research should consider these limitations and explore additional contexts to improve the overall understanding of the topic. Moreover, the scale used to measure the variables was adapted from other researchers with similar context research and reflective variables.Practical implicationsThe results provide helpful information for SME managers about the importance of focusing on innovation management processes and employing information technologies as crucial managerial strategies. This will aid in increasing visibility and supporting the development of sustainability performance in firms.Social implicationsThe world red-code, among others, with climate change and social gaps, has generated the need to contribute to sustainable development, and it has mobilised people on all levels all over the world for the simple purpose of preserving life. Therefore, society, as a crucial group that affects and is affected by this red-code situation, should act in favour of visibility, the use of high-quality information (e.g. transparent, accessible and relevant) and information technologies to promote sustainable practices. This could mean that society should be prepared to incorporate new capabilities and spaces to interchange knowledge as a participatory community that can contribute to better sustainable dynamics that could expand its participation in public decisions. Also, the government should encourage digital democracy (e.g. develop social participation platforms), opening and harmonising rules and mechanisms combining high-quality information with IT to provide flexible and adequate services that support sustainable development, such as efforts towards constructing sustainable and smart cities.Originality/valueThis study explores how innovation management can drive firms' sustainability performance, which is crucial for improving competitiveness. The question of how to enhance sustainability performance through managerial drivers is a critical one. This study empirically investigates the nexus of visibility and sustainability performance, innovation management and information technology with visibility.

The Influence of It Governance and It Capability on The Performance of Private Higher Education Institutions: The Mediation Role of Performance Management Systems

This study examines the effect of information technology (IT) governance and IT capability on the organizational performance of private Higher Education Institutions (HEI) with a performance management system as a mediating variable. This quantitative study uses primary data from questionnaires distributed to respondents online. Respondents in this study were 270 management and IT management of private universities on the island of Sumatra. This study used a sample of 90 private HEIs. Furthermore, the data was processed using Partial Least Square (PLS) technique. The results are that the performance management system partially mediates IT governance with organizational performance, while IT capability mediates fully with organizational performance. IT capabilities can encourage organizational performance through a good performance management system. Theoretically, it contributes to implementing technological resources mobilized in the performance management system to improve college performance. College management should consider developing technology and performance measurement systems to achieve sustainable competitive advantage.

Changes in the business environment have led to a number of transformations which have contributed significantly to increased concern about employability. Another current concern is whether graduates have the skills required by employers. Data shows that soft skills are currently more important than hard skills. In view of this, the aim of this article is to identify whether soft skills and social competencies are developed by students at the Catanduva Faculty of Technology during their supervised internship. Soft skills are interpersonal skills that involve a set of competencies, including social competencies, related to individual interaction. Both are complementary and of great importance in improving professional performance. In this study, it was examined whether the skills developed through the internship are important for a professional career, as well as the benefits to academics and organizations. The research was of an applied nature, with a quantitative-qualitative approach, a case study with a descriptive objective. A semi-structured questionnaire was applied to 39 (50%) student interns from the Business Management, Information Technology Management and Industrial Automation courses. Cronbach's alpha coefficient was used to validate the instrument, with a value of 0.96. The results indicate that the students possess the competences analyzed, some of which are highlighted as essential by employers by 2025, according to information released by the World Economic Forum. Notably, the most developed skills were problem-solving and interpersonal relationships.

Digital health technologies in enhancing patient and caregiver engagement in heart failure management: Opportunities and challenges

The management of heart failure has undergone significant evolution, advancing from the initial utilization of digitalis and diuretics to the contemporary practice of personalized medicine and sophisticated device therapy. Despite these advancements, the persistent challenge of high hospitalization and readmission rates underscores an urgent need for innovative solutions. This manuscript explores how the integration of digital health technologies into interventional cardiology marks a paradigm shift in the management of heart failure. These technologies are no longer mere adjuncts but have become foundational to a modern approach, providing tools for continuous monitoring, patient education, and improved outcomes post-intervention. Through an examination of current trends, this perspective article highlights the transformative impact of wearable technologies, telehealth platforms, and advanced analytical tools in reshaping patient engagement and enabling proactive care strategies. Case studies illustrate the practical advantages, including enhanced medication adherence, early detection of heart failure signs, and a reduction in healthcare facility burdens. Central to this new digital health landscape is the Information Technology Management (ITM) system, a framework poised to revolutionize patient and caregiver engagement and pave the way for the future of interventional cardiology. This manuscript delineates the ITM system's innovative architecture and its consequential role in refining current and prospective cardiological interventions.

Production Chain Organization in the Digital Age: Information Technology Use and Vertical Integration in U.S. Manufacturing

Advances in information technology (IT) may affect the organizational design of production. Exploiting the rapid diffusion of the internet in the United States, we assess the sensitivity of production chain organization to this innovation in IT access and use. Extending theories of the firm that recognize the importance of downstream transfers (selling as opposed to sourcing) and plural governance in organizational design, we predict IT-driven shifts in downstream vertical integration. In a detailed panel of Census Bureau data for over 5,600 manufacturing plants, we observe the extent of a production unit’s downstream transactions within the firm alongside concurrent sales to external customers—a mix we refer to as plural selling. Our main finding is that the use of the internet for external coordination precipitated a significant decline in downstream vertical integration across the manufacturing sector. Instrumental variables estimation points to a causal relationship but also heterogeneous treatment effects. Key drivers of plural organization, such as complementarities and constraints across differently governed transactions, help explain such heterogeneity, as does concurrent use of internal production management IT. Our study is the first study to leverage a plural governance framework and large-scale microdata to understand how U.S. production chain organization shifted in response to this rapid and far-reaching technological change. Extent of use of digital technologies for records and information management in selected hospitals in Southwestern Nigeria

This cross-sectional survey aimed to identify the extent of the use of digital technologies in dental hospitals for records and information management. Questionnaire were administered to dental practitioners across six purposely selected dental Hospitals in Southwestern Nigeria. Amongst the 210 copies of questionnaire administered, 162 were completed, retrieved, and fit for the analysis, which resulted in a response rate of 77.1%. The extent of use of digital technologies for information management in the selected hospitals was measured by the period of purchase; number owned; frequency of use; current state of the technology; and the level of automation at the selected hospitals. Based on the period of purchase, most of the respondents (82.1%) have been using digital technologies for below 5 years. As regards the number of digital technologies owned; analysis showed that most (91.3%) of the hospitals have less than or equal to three digital technologies in use for information management. The frequency of use shows that majority (45.7% and 21.6% respectively) of the respondents never and rarely uses digital technologies for information management. However, a further investigation into the current state of the technologies owned showed that most of the respondents (65.4%) of the respondents have non-functional technologies. Furthermore, a 0% value was recorded on the question about the present level of automation of the selected hospitals. This showed that none of the hospitals have fully automated their information management processes. Finally, 80.2% of the respondents agreed that information management processes in their hospitals are totally paper-based.

Construction of Logistics Information Management of Small and Medium-sized Enterprises Relying on Recursive Algorithm

With the rapid development of information technology, the application of information technology in logistics management is more and more, which makes traditional logistics gradually move towards modern logistics, and realizes the optimal allocation of logistics management and resources; at the same time, the logistics industry is also faced with huge data flow. , the low level of informatization and many other challenges, these problems restrict the development of enterprises. In order to solve many problems existing in the construction of logistics management informatization, this paper analyzes logistics management and its informatization application. By understanding the current situation of logistics management in small and medium-sized enterprises, it studies how to construct the informatization application of logistics management in small and medium-sized enterprises, and adds recursive algorithm to the informatization application, and finally constructs a logistics management informatization system. The system is realized through the architecture of B/S model, and the function and performance of the system are tested. The test results show that the system functions well, the maximum load capacity of the system is 600, and the longest response time does not exceed about 20s. The test results are in line with expectations, indicating that the recursive algorithm constructed in this paper is effective in the application of logistics management informatization.

Big data resolving using Apache Spark for load forecasting and demand response in smart grid: a case study of Low Carbon London Project

Using recent information and communication technologies for monitoring and management initiates a revolution in the smart grid. These technologies generate massive data that can only be processed using big data tools. This paper emphasizes the role of big data in resolving load forecasting, renewable energy sources integration, and demand response as significant aspects of smart grids. Meters data from the Low Carbon London Project is investigated as a case study. Because of the immense stream of meters' readings and exogenous data added to load forecasting models, addressing the problem is in the context of big data. Descriptive analytics are developed using Spark SQL to get insights regarding household energy consumption. Spark MLlib is utilized for predictive analytics by building scalable machine learning models accommodating meters' data streams. Multivariate polynomial regression and decision tree models are preferred here based on the big data point of view and the literature that ensures they are accurate and interpretable. The results confirmed the descriptive analytics and data visualization capabilities to provide valuable insights, guide the feature selection process, and enhance load forecasting models' accuracy. Accordingly, proper evaluation of demand response programs and integration of renewable energy resources is accomplished using achieved load forecasting results.

CONCEPTUALIZING COMMUNICATION EFFICIENCY IN ENERGY SECTOR PROJECT MANAGEMENT: THE ROLE OF DIGITAL TOOLS AND AGILE PRACTICES

This conceptual paper explores how digital tools and agile practices can enhance communication efficiency in energy sector project management. It posits that the integration of technology such as project management software, real-time data sharing platforms, and agile methodologies can significantly streamline communication, ensuring more responsive and adaptable project management. The paper develops a conceptual framework that outlines the interactions between these technologies and project management practices, suggesting pathways for implementation and potential impacts on project success. The paper will use a conceptual analysis approach, drawing on existing theories and models from the fields of information technology, agile methodologies, and project management. It will build on these foundations to propose a novel framework, illustrated with hypothetical scenarios and potential outcomes. The paper is designed to contribute to the academic discussion by not only reviewing existing knowledge but also by proposing new conceptual frameworks that can guide future research and practice in the management of energy projects, particularly focusing on the critical aspect of communication. Challenges and opportunities in achieving secure hospital clinical mobility management: An illustrative use case

Objective: To qualitatively describe a use case at Yale New Haven Health System (YNHHS) illustrating the need for and effective deployment of innovative technologies to manage an enterprise-owned shared device (EOSD) management program. EOSD management provides clinicians with secure, rapid access to enterprise mobile devices and applications, maintains devices in functional, use ready condition for clinicians, and enables enterprise tracking and reduced loss of devices.Methods: Executive leaders in clinical information technology and informatics management at YNHHS were interviewed through written and telephonic communication. Qualitative data was gathered through communications between clinical and information technology executives and the implementation support team of a leading identity and access management (IAM) solutions and EOSD management solution provider. Use case information was gathered, integrated and shared with health system executives and health IT/informatics leaders to verify the description of unmet needs, solution objectives and impact/value delivered after implementation of the EOSD management solution.Results: Benefits realized from implementation of an enterprise-shared mobility management solution included establishment of a cohesive and comprehensive enterprise-owned, shared device management strategy. This included effective monitoring and dynamic management of the system’s mobile device fleet, and better IT resource management with reduced mobile device loss. The IT administrative burden was reduced. While not surveyed systematically, improved clinician experience and satisfaction were reported to IT leaders anecdotally. EOSD management solution deployment was rapid, as was the time to improved clinician mobile experience and clear demonstration of value.Conclusions: A leading US health system was able to rapidly deploy a shared mobile device management solution that enabled effective monitoring and dynamic management of the enterprise mobile device fleet, with easier and faster clinician device access and workflows, and reduced IT administrative demand and costs. While the complexities associated with increased clinical mobility in healthcare will likely continue to grow, issuing future device and mobile management challenges that require effective hospital system response, technologies have emerged that enable more effective, efficient and satisfactory organizational mobility performance.

It begins by delving into the definition, characteristics, and sources of big data, highlighting its paramount significance for enterprises and organizations. Addressing issues such as data security, privacy protection, processing capacity bottlenecks, and data quality and trustworthiness, effective strategies are proposed. Recommendations include establishing a robust data governance system, leveraging real-time computing, and employing efficient analytical tools, emphasizing reinforced data security measures and enhanced employee training. For tackling data quality and trustworthiness concerns, the paper underscores the importance of establishing a comprehensive data quality management system. Furthermore, a detailed examination of the application of big data in predictive analysis and decision support is provided, along with suggestions to foster a data-driven decision-making culture and enhance employee data analytics skills. In looking ahead, the paper encourages continuous attention to technological innovation, advocating adjustments in IT management strategies to align with the evolving demands of the big data era. 

REVIEWING THE IMPACT OF HEALTH INFORMATION TECHNOLOGY ON HEALTHCARE MANAGEMENT EFFICIENCY

This research paper explores the intricate relationship between Health Information Technology (HIT) and healthcare management efficiency, investigating current trends, emerging technologies, and their potential implications. The study encompasses a thorough literature review, highlighting the impact of HIT on operational and clinical aspects of healthcare delivery. Key findings reveal the transformative role of technology in streamlining administrative processes, improving communication, and enhancing overall patient care. Ethical considerations, patient privacy, and regulation compliance are crucial factors in successfully implementing HIT. Looking towards the future, the paper anticipates the integration of emerging technologies such as Artificial Intelligence, Blockchain, and the Internet of Things, signalling a paradigm shift in healthcare management. While acknowledging the potential benefits, the research also underscores the importance of ethical frameworks, transparency, and user-centred design in adopting these technologies. Trends in Knowledge Capturing and Its Success Factors: A Systematic Literature Review

Knowledge management (KM) is a systematic approach that facilitates the development, dissemination, and creation of value from information and knowledge within an organization. Knowledge management is deemed the most valuable asset for many organizations. However, the implementation of a knowledge capturing model is still a challenging task. In this research, a Systematic Literature Review (SLR) methodology is employed to identify and analyze diverse approaches to capturing and utilizing knowledge in various organizational domains. The search process is executed across five databases, namely, Scopus, Science Direct, Emerald Insight, Taylor & Francis Online, and IEEE. The study findings reveal a total of 24 knowledge capture methods employed across diverse organizational contexts and knowledge types. Among these methods, the questionnaire was mentioned in 4 articles, an interview in 2 articles, and an expert interview in two articles. The success factors were classified into 20 types, including common knowledge, organizational capabilities, quality of knowledge, trust and acceptance, leadership capabilities, feedback and learning, performance measurement, reward and recognition, efficiency, knowledge management integration, organizational culture, knowledge managers tools and techniques, effectiveness, motivation, information technology, and knowledge management process, training, knowledge representation, and collaboration. Additionally, the identified trending methods and eight key success factors that influence implementation of various knowledge capture models add a new understanding of the critical elements for success in knowledge capture initiatives. This review, in accordance with PRISMA guidelines, provides a foundation for future research efforts in knowledge acquisition and systematic literature review.

Enterprise Marketing Risk Control Based on Information Technology and Supply Chain Management

The overall economic development of today’s society is showing a downward trend. In the process of operating and marketing, enterprises are affected by various factors. After the marketing risk reaches a certain level, enterprises would encounter various risks such as blocked marketing plans and failure to meet the estimated marketing goals. Enterprise marketing is affected by economic and market risks such as lack of information, decision-making errors, natural disasters, human factors, and other natural and social risks. This article combined information technology with supply chain management, applied radio frequency identification (RFID) technology to supply chain management, and controlled enterprise marketing risks through reasonable management of the supply chain. It also compared the effectiveness of enterprise marketing risk control between an information technology intelligent supply chain combined with RFID and a supply chain managed by ordinary artificial structures. The experimental results showed that the highest value of goods loss rate in the supply chain based on RFID technology and using traditional technology was 5% and 15%, respectively, according to the sample of goods loss experiments. For the information verification process of goods in supply chain management, the information identification accuracy rates of barcode and RFID technology were 89.98% and 97.7%, respectively. Therefore, applying the information technology intelligent supply chain management model combined with RFID technology to enterprise marketing risk control can save money for enterprises, ensure product quality, and effectively reduce the risks encountered in enterprise marketing by reducing information gaps, and reducing transportation and storage costs.

Traction with fraction: Strategic IS management in SMEs through Fractional CIOs

Small and medium-sized enterprises (SMEs) increasingly need to manage information technology (IT) effectively in order to remain competitive. However, compared to larger organizations, SMEs often face challenges in terms of resources and employer attractiveness, and regularly do not have the need to employ a Chief Information Officer (CIO) on a full-time basis. To address this issue, a growing number of global experts have begun to provide CIO services on a part-time basis for multiple clients simultaneously. This approach allows SMEs to tap into the expertise of experienced IT leaders at a fraction of the cost and without committing to long-term arrangements. While these professionals, known as “Fractional CIOs”, have proven their value in the field, there has been a lack of academic research on this emerging trend. Therefore, we carried out a comprehensive research project between 2020 and 2023, involving 62 Fractional CIOs from 10 countries. The research produced a definition, different types of engagements, and success factors for Fractional CIOs and their engagements. This paper summarizes these findings for a wider audience of academics and practitioners.

THE USE OF INFORMATION TECHNOLOGIES IN MUNICIPAL MANAGEMENT (BASED ON THE MATERIALS OF THE LIPETSK CITY DISTRICT)

Background. At the present stage of the development of municipal government, there is an intensive introduction of digital tools that provide solutions to issues of local importance. It seems relevant to generalize the experience of large cities in informatization of the activities of local governments, the dissemination of best practices, and the search for solutions to the problems of digital modernization of municipalities. Materials and methods. The purpose of this article is to study the current practice of using information technology in municipal education management. The empirical basis of the study is the management activities of local self–government bodies of the Lipetsk city district, the administrative center of the Lipetsk region. Traditional theoretical and empirical methods of studying social processes in municipal management are used. Results. It was established that the Lipetsk city administration was able to both adapt the all-Russian electronic platforms and start developing and implementing its own information resources into municipal management. It is concluded that it is advisable to carry out additional explanatory work with the population in the interests of more effective interaction with local governments in the provision of municipal services and solving issues of local importance. Conclusion. The results of the study can be used in the professional activities of municipal employees.

This article considers the digital transformation of Russia's economy as a priority direction of the country's development, based on the active development of modern information technologies in the field of production management. In addition, the advantages of using information technologies in production management, basic production management systems, promising digital information technologies and their use to ensure the successful functioning of enterprises in a modern economic environment are described on the example of LLC "Zavod Moskabel".

Overcoming barriers to circularity for internal ICT management in organizations: A change management approach

Circularity-conscious management of information and communications technology (ICT) owned by organizations is important to achieving a circular economy. However, changes in organizational management toward circularity has been met with multiple challenges. This study uses 11 semi-structured interviews with on-the-ground ICT decision-makers in organizations to determine what barriers prevent the development and implementation of circularity-related changes in organizational ICT management. We identified 13 barriers relating to information and knowledge transfer, access to circular equipment, finances and contracts, and prioritization over circularity. Barrier-based interventions were further structured by Lewin's 3-step change management model – unfreeze, change, refreeze – highlighting the role of information access, relationships with contracted partners, and internal accountability and priority structures. These results bridge a currently underdeveloped link between circularity and management research as well as provide policy makers, researchers, and ICT managers insight on facilitating ICT's impactful role in society's transition to circularity.
